NERC has approved the proposal for the establishment of a Baltic regional coordination center

National energy regulatory council (NERC) has approved the proposal of LITGRID AB and other Baltic transmission system operators for the establishment of a Baltic regional coordination center.

One of the most important tasks of the Baltic regional coordination center will be to coordinate synchronization of Baltic electric power systems with Continental Europe. Moreover, it will replace the regional security coordinator and will be responsible for regional capacity calculations, regional sizing of reserve capacity, security analysis, creating common grid models and other tasks, as well as assisting transmission system operators with their defense and restoration plans.

The regional coordination center will allow Baltic transmission system operators to share and exchange their competences, knowledge, data and various analysis of data. It is designated in the proposal that the seat country of the Baltic regional coordination center is Tallinn, Estonia, the management will be rotated amongst the three Baltic states consecutively and Baltic transmission operators will have an equal number of experts managing the center.

Establishment, mission and tasks of the regional coordination centers are foreseen in the Regulation of the Clean Energy Package. According to this Regulation, regional coordination centers become operational by 1 July 2022.
